Last week I heard back from Scopus, and it turns out that right now, the feature is only available for 25 publishers. Scopus is expanding this list, but here are the publishers for now:

The American Chemical Society (ACS) is not on this list, but I was able to download an article from the Journal of the American Chemical Society. So if you discover that you can download articles from other publishers, let us know, and we can update this list.
